ISU appoints Yihuan Chang as new Head of Development and Member Relations

The International Skating Union (ISU) is pleased to announce the appointment of Yihuan Chang as its new Head of Development and Member Relations. This new key leadership role will drive the ISU’s long-term ambition to expand skating’s global reach and strengthen Member governance, shaping a more unified, data-driven and forward-looking development strategy that fosters growth, integrity and collaboration worldwide.

Yihuan succeeds Becky Cairns, who will transition to her new position as Head of the Skating Integrity Unit in the lead-up to the appointment of the Unit’s Board at the ISU Congress, taking place from June 10–12, 2026.

In his new role, Yihuan will work closely with the ISU Council, ISU Members and other key stakeholders, as well as the IOC’s Olympic Solidarity programme, to expand the sport’s global reach and long-term sustainability. His mandate includes strengthening pathways for athletes, coaches, officials and leaders while ensuring that development initiatives align with ISU Vision 2030’s objectives of growth, unity and good governance.

Building on existing Development Program successes, Yihuan will lead the refinement of the ISU’s global development strategy to drive measurable impact across all ISU disciplines. This includes expanding opportunities in emerging and under-represented regions and countries, fostering inclusive participation, and creating sustainable structures that enable Members to thrive at every level of the sport.

Complementing the strong cooperation and connections with Members through Development Program activities, Yihuan will also oversee the enhancement of Member governance frameworks. He will guide the implementation of clear governance criteria, monitoring tools and data systems to strengthen transparency, track progress and maintain an accurate, real-time understanding of skating’s global landscape.

Yihuan brings extensive international experience in sports development, having previously held roles at World Rowing, Special Olympics and other sport organizations. With over seventeen years of experience in international sport and Master’s degrees in Sports Management and International Economics, he brings both strategic insight and operational expertise to further strengthen and deepen the ISU Development Program in support of Vision 2030’s commitments.
