Stoytcho Stoytchev started his ISU career as a member of the Short Track Speed Skating Technical Committee member from 1998 to 2013. He was then Chair of that Committee from 2013 to 2016 and was first elected to the Council in 2016.

Prior to that Stoytcho Stoytchev was originally a Speed Skater, but had to switch to Ice hockey due to a lack of suitable conditions for the development of Speed Skating in Bulgaria. He was National Champion in Ice hockey with Sport Club “Levski” Sofia from 1966 to 1970. He then became an Assistant Referee and Referee for Short Track Speed Skating and officiated at many ISU Championships and International Competitions between 1988 and 2013. He was a Technical Delegate for Short Track Speed Skating for the Olympic Winter Games 2022 in Beijing, China.

Within Bulgaria he was first a member, then Chair of the Speed Skating Committee and also the Short Track Speed Skating Technical Committee at the Bulgarian Skating Federation between 1986 and 2011. He was an Executive Board Member of the Bulgarian Skating Federation (1991-1998) and Vice President of the Bulgarian Skating Federation (1998-2002; 2006-2011).

In addition to these roles, he was Sport Technical Department Adviser for Winter Olympic Sports at Bulgarian Olympic Committee 1997-1998,  Team Leader of Bulgarian Olympic Skating Team at the Olympic Winter Games Nagano 1998, Sport Director of the Short Track Speed Skating Event at the Winter Universiade Games in Sofia 1989 and adviser and member of Organizing Committee of ISU Figure and Short Track Speed Skating Championships held in Bulgaria between 1991 and 2018. He has been Vice President of the "National Technical Committee #88 for Standards in Sport" at the Bulgarian Institute for Standards since 2005.

Stoytcho Stoytchev has a Master’s Degree in Sports and a Master’s Degree in Economics. Most recently he was Head Expert at the Department of “Sport for High Achievements and Olympic Preparation” and worked for the Ministry of Physical Education and Sports of the Republic of Bulgaria."
