Due to different scheduling issues, the ISU Council decided not to hold the Shanghai Trophy on the previously scheduled dates of March 17-19, 2017.

On December 22, 2016 the ISU Council decided to move the ISU World Cup Speed Skating planned to be held in Chelyabinsk, Russia, on March 10-12, 2017. Despite the short notice to find a new host for the event, the Norwegian ISU Member Norges Skøyteforbund, informed the ISU that they agree to host the event.
